How to get a plant protection products application operator's licence

A person who has obtained a plant protection products operator's certificate is authorised to use plant protection products of the second registration class.

The certificate of the operator for the use of second registration class of plant protection products shall is issued by the State Plant Protection Service in the following cases:

  1. If you have a higher or secondary vocational education in agriculture, you do not have to follow a basic training programme, but you must pass a knowledge test (the test). In this case, the person shall submit an application to any regional department of the State Plant Protection Service or the State Plant Protection Service administration in Riga, Lielvārdes iela 36. State Plant Protection Service informs the person about the place and time of the test.
  2. If the person does not have a higher or secondary vocational education in agriculture, he or she must follow a basic training programme organised by a training provider authorised by the State Plant Protection Service to provide training. The list of training providers is published on the website of the State Plant Protection Service. The trainee is responsible for the costs associated with the training. The training provider shall determine the procedure for payment for training and the amount of payment.

Upon completion of the training course, the person shall submit an application (see Annex) to the State Plant Protection Service, accompanied by a photograph (3x4 cm) and a certificate of completion of the training programme, indicating the name of the trainer, the name and personal identification number of the person trained, information on the training programme completed, the date of issue of the certificate and the name and signature of the person issuing the certificate.

If the person has completed the basic training programme, the State Plant Protection Service shall organise a test in cooperation with the trainer. The test shall take place at the trainer's premises on the last day of training.

The test shall be written. The examination shall be assessed and a certificate issued by a committee approved by the Director of the State Plant Protection Service.  The State Plant Protection Service shall issue the certificate if the test is passed. A successful examination shall be deemed to have been passed if the person has answered at least 80 % of the questions correctly.

The costs of taking the test and obtaining the certificate are covered by the person in accordance with the State Plant Protection Service's list of service fees.

The validity period of the plant protection product application operator's licence is 10 years.

In order to be able to renew the  plant protection product application  operator's licence, a person must have received training on the latest developments in plant protection legislation.

To extend the validity of the certificate, the person shall submit an application, the certificate, a certificate of completion of the training course and a photograph to the State Plant Protection Service. The State Plant Protection Service shall extend the validity of the certificate on the basis of the information provided in the application and the certificate. The certificate is not required if the State Plant Protection Service extends the validity of the licence with the trainer with whom the training programme was completed.

If a person has not renewed his/her certificate within one year of its expiry in accordance with the requirements of the Regulations, he/she shall obtain a new certificate only after having attended a training course on new developments in plant protection legislation and successfully passed an examination on the basic training programme.
