To achieve the project objective, a procurement procedure has been implemented - open call for tenders "Construction works for improving the energy efficiency of the administrative building of the State Plant Protection Service", id.nr. VAAD/2019/19 for the construction works.
4 applicants participated in the procurement procedure:
- SIA “NEJSS”;
- SIA “VB”;
- SIA “PRO DEV”;
- Pilnsabiedrība "VT KUUM"”.
The procurement committee awarded the contract to NEJSS SIA. The contract amount, for which the contract was concluded on 27 January 2020, is EUR 187126,04 excluding VAT.
In accordance with the contract concluded with SIA "NEJSS" on 27 January 2020, the works started on 14 February 2020.
On 3 February 2020, a contract was concluded with SIA "Roga M" for construction supervision.
Contract with SIA "Arhigram" for author's supervision was concluded on 3 February 2020.
In the period from 14 February to 31 March 2020, the insulation of the base of the building was carried out and the insulation of the facade started.
During the period from 1 April to 30 June 2020, the following construction works were carried out:
- windows and external doors replaced;
- interior and exterior window sills replaced;
- interior and exterior window frames finished and painted;
- thermal insulation of the façade with mortar reinforcement applied;
- dismantling of the existing heating system.
On 14 August 2020, agreement No 10-6.1./18-2 "On amendments to agreement No 10-6.1/18 of 27.01.2020" was signed with SIA "Nejss" to extend the deadline until 14 October.
On 21 August 2020, the Riga City Construction Board issued a note of approval of the construction plan No BIS-BV-3.3-2020-1499 (BV-20-20526-sd) of 20 July 2020 (Improvement of the heating node).
On 21 August 2020, the Riga City Construction Board issued a note of approval of the construction plan No BIS-BV-3.3-2020-1501 (BV-20-20528-sd) (Improvement of heating system) for the simplified construction plan No BIS-BV-3.3-2020-1501 (BV-20-20528-sd) of 20 July 2020.
On the basis of the refusal of the building permit for the renovation of the heating system and the renovation of the heating node, on 2 September 2020 the State Plant Protection Service requested SIA "Nejss" to suspend the construction works for the period until the building permit for the renovation of the heating system and the renovation of the heating node is received, as this period is considered as an obstacle that occurred during the construction works, which the contractor could not have foreseen in advance.
The State Plant Protection Service informed that the period from 3 September 2020 until the conditions for the starting of the works for the renovation of the heating system and the renovation of the heat node are received will not be included in the time limit for the execution of the works.
On 30 September 2020, the Riga City Construction Board issued a confirmation of the fulfilment of the conditions for the beginning of construction works for the simplified construction plan No BIS-BV-3.3-2020-1499 (BV-20-17479-nd) of 21 August 2020 (Improvement of the heating node).
On 1 October 2020, the Riga City Construction Board issued a note of fulfilment of the conditions for commencement of construction works for simplified construction plan No BIS-BV-3.3-2020-1501 (BV-20-17494-nd) (Improvement of heating system) dated 21 August 2020.
On 1 October 2020, agreement No 10-6.1/18-3 was signed with SIA "Nejss" amending the contract by adding to the contract Annex 1.1 "Estimate No 1 for replacement of materials, excluded - included works", excluding works that were initially included in the scope of works lists but whose scope is to be reduced due to shortcomings in the project, as well as specifying the replacement of materials with other technically and qualitatively analogous (equivalent) or better and additional works.
The suspended period of works from 3 September 2020 to 1 October 2020 is moved to period from 2 October 2020 to 30 October 2020.
On 12 October 2020, the Building Facade Certification Card II was submitted to the Riga City Construction Board, informing about the completed construction works and submitting the necessary documentation. On 26 October, the Riga City Construction Board inspected the site and found that the construction works were carried out in accordance with the design documentation for the renovation of the simplified facade.
On 30 October 2020, an initial handover-acceptance deed was drawn up in which the contractor hands over and the client accepts the following construction works for the energy efficiency improvement of the administrative building of the State Plant Protection Service at 36 Lielvārdes Street, Riga:
- in accordance with the Building Facade Confirmation Card;
- in accordance with the Certificate Card for the Civil Engineering Works (Improvement of the Heat Node)
- in accordance with the Certificate Card for the civil engineering works (Improvement of the heating system).
By this act, SIA "Nejss" confirmed that the necessary documents certifying the completion of the works have been submitted to the Construction Authority.
On 1 December 2020, the Riga City Construction Board issued a note of completion of construction works on 30 September for simplified construction plan No BIS-BV-3.3-2020-1499 (BV-20-20910-nd) for the improvement of the heating node. On 30 November the site was inspected and it was found that the construction works had been carried out in accordance with the approved planning documents.
On 9 December 2020, the Riga City Construction Board issued a note of completion of construction works on 1 November for simplified construction plan No BIS-BV-3.3-2020-1501 (BV-20-21007-nd) for the renovation of the heating system. On 16 November, the site was inspected and it was found that the construction works had been carried out in accordance with the approved planning documentation.
On 9 December 2020, ADB Gjensidige issued a construction guarantee insurance policy No GJELV1228650 for the guarantee period. The guarantee period for the construction works is from 10 December 2020 to 30 November 2025.
